1988年，党中央、国务院正式批准实施旨在发展中国高新技术产业的指导性计划——中国火炬计划。2024年8月，根据《党和国家机构改革方案》，火炬中心划入工业和信息化部。2024年11月，中央编办批复设立工业和信息化部火炬高技术产业开发中心。
